Monument to receive mayor’s resignation

After serving for more than four years as Monument’s mayor, Byron Glenn is resigning from the board.

The decision was made as a result of jobs offered to Glenn. He is currently in Alaska, and thus is unable to perform his duties as mayor, but he also has been offered a job with Pueblo West Metropolitan District that would require he move south.

Glenn has been asked by the Pueblo West board of directors to be its district manager, which would entail managing the district, its human resources, finances and infrastructure, he said.

The district is still working with Glenn on a contract, so Glenn has not been officially made the district manager.


The position was made vacant by the board of directors, who let the former manager go. Some Pueblo West citizens were not happy about the board’s move and will have a recall election for its board in August. Jeff Sloan, the metro district’s board president, said Glenn is aware of the situation and of the possibility he could be fired if a new board is elected, but it is Sloan’s hope Glenn will have enough time to prove himself before this has a chance to happen.

Pueblo West consists of about 32,000 people spread over a large area and is not incorporated, so the metropolitan district acts much like a town government, Sloan said.

The board was looking for someone who can bring to the table organizational skills, planning skills and an understanding of growth, he said. The job is one of the highest profile jobs in Pueblo County. Glenn was selected for the job from 65 applicants.

Glenn is a civil engineer by trade and said the majority of the experiences he believes will benefit him in his potential role as district manager are those he gained as mayor of Monument.

“I enjoyed very much what I was exposed to as mayor and the very diversified type of work that a public position such as this one entails,” he said. “I think I can do a good job for Pueblo West.”

Glenn has been on the board of trustees for seven and a half years. He was first elected to the board during the 2001 recall election.

“I decided to run for mayor to continue the vision of the board of trustees, to create a quality of life for our residents unequaled along the Front Range, while at the same time becoming financially diverse and independent,” Glenn said.

He said he has seen many well-planned changes made to the town and only regrets he cannot do more.

“I regret that I had to leave pretty abruptly, but my No. 1 job is to take care of and provide for my family,” Glenn said.

Monument Town Manager Cathy Green has been working with Glenn for four years and said he has helped the town get a lot accomplished in that time.

He helped the town turn over its management, helped get water in Monument Lake and got a sales tax passed for the work being done on the Baptist Road and Interstate 25 interchange, she said. Additionally, he was instrumental in getting work done to improve Third Street, helped redirect a portion of a water enterprise fund sales tax sitting stagnate in the fund diverted to a new police station and town hall and got the town more heavily involved in planning for its future water needs.

“He mended fences with a lot of people who, in some cases, we had no relationship with,” Green said. She used the Triview Metropolitan District as an example of a relationship Glenn helped build, adding he helped the district and town to work together as a unified Monument.

The town continues to work on many projects Glenn helped implement, including finishing Jackson Creek Parkway.

Green said she enjoyed working with the smart, problem-solving and humble mayor.

Glenn said he will miss being part of a thriving community and the incredible people at town hall.

The board of trustees will discuss what it will do to fill mayoral position at its meeting July 6, Green said.
